     1. An appeal may only be used when changing rulings of “incorrect” to “correct.”
     2. An appeal is limited to citing a guideline for consideration by officials; no additional comments will be allowed.
     3. All procedures for appeals will be followed. (XIII. B. Page 18)
B. Each team is allowed two “judges’ rulings” with the following stipulations:
     1. A coach will be allowed to call for a “judges’ ruling” immediately after the Quiz Master’s independent ruling.
     2. A coach may only request a “judges’ ruling” no other comments will be allowed. If a coach does comment, the request for the ruling is lost.
     3. Should the Quiz Master begin with the introduction of the next question, the “judges’ Ruling” will not be allowed.

Quiz level rules
We have three levels for team quizzing and for quiz bee. To be in a specific level, the quizzer must meet certain qualifying criteria. A quizzer can always quiz at a higher level, without affecting his/her required minimal level. Therefore, a C level quizzer could quiz in March at the B level, and then return to C level for the Area/District final meets.
Promotions and grade levels are determined yearly. Therefore a quizzer doing well in C level in November is not required to move up to B until the following quiz year (i.e., September).
The 3 levels and their qualifications are
C - Level: Grade level:          1st and 2nd graders & first year quizzers in 3rd grade
B - Level: Grade level:          3rd and 4th graders & first year quizzers in 5th or 6th grade
Limit:  no quizzer may remain at B level more than 2 years
A - Level:  Grade level:         5th and 6th graders, who have quizzed at least one previous year.
Early promotion:  Any C level quizzer scoring a 60-point average or better per match during one year is required to move to B level the following year, regardless of grade.  It is strongly recommended (not required) that the Coaches also promote any C quizzer who scored a 50-point average or better.
Any B level quizzer scoring a 60-point average or better per match during one year is required to move to A level the following year, regardless of grade.  It is strongly recommended (not required) that the Coaches also promote any B quizzer who scored a 40-point average or better.

Test Your Officials
As you are preparing for the season or for the tournaments, don't forget to prepare your officials   You can help improve the quality of the officials by having them get "certified" as a JBQ Official.  In order to simplify the test taking, grading, and certifying your officials, consider using the BQ Test Certification website - http://bqtest.org .  Through this site you can have your officials take the test at their leisure, the test is automatically graded and results sent out to you.  Currently they are seeing between 20 and 40 tests being taken every day.  The cost to sign up is very low - it will cost more to pay postage and in your time to certify 10 officials than it does to sign up for the test.
